Most people believe that disinformation is just about “fake news.” In reality, we are facing a military-grade industry of manipulation known as Active Measures (Aktivnyye Meropriyatiya). This system doesn’t necessarily want you to love Russia; it wants you to fear the future, quarrel with your neighbors, and stop trusting anyone.
1. Does a “Special Department” with such a purpose truly exist?
Yes, and it is not a spy novel myth. Within the Russian intelligence services (GRU—military intelligence and SVR—foreign intelligence), there are units dedicated specifically to “psychological warfare.”
- Who they are: For example, Unit 54777 of the GRU. These operatives don’t carry silenced pistols; they carry budgets for websites, influencers, and social media networks.
- What they do: They don’t just “steal” secrets; they “plant” ideas. Their goal is Reflexive Control: making you take a decision that helps them, while you believe it was your own patriotic and sovereign idea.
2. How the manipulation works: The “Influence Keys”
Active Measures use three main “buttons” to manipulate public opinion in Romania:
- The “We are a Colony” Button: Taking real grievances (prices, bureaucracy) and twisting them to claim that “the West is robbing us.” The goal? To isolate us from the EU and USA until we are left alone and vulnerable in front of the East.
- The “Fear of War” Button: Messages like “This isn’t our war” or “We will be cannon fodder.” The goal is to make us fearful so that we demand the removal of the NATO protection that actually ensures our peace.
- The “Values under Attack” Button: Using religion and tradition to claim that Europe is “decadent.” They want to create an emotional chasm between Romanians and their European partners.
3. Synchronization: The “Chorus” of Disinformation
Have you noticed that, suddenly, several politicians, Facebook influencers, and news sites all say the exact same thing about Black Sea gas or American fighter jets? This is Operational Synchronization. Moscow doesn’t have to pay everyone. It’s enough to launch a “key” (a well-packaged lie), and the “vectors” (their agents or the naive) pick it up and multiply it simultaneously, creating the illusion of a universal truth.
4. The Money Trail: Who pays the “Fake Patriots”?
Active Measures need “fuel.” Russian funding in Romania rarely comes via direct bank transfers from Moscow. Instead, they use Influence Laundering:
- Fictitious Consulting: Companies with Russian capital (often masked through Cyprus or Austria) pay huge sums to influencers or PR firms for “services” that don’t actually exist.
- Ghost Site Advertising: Hundreds of “news” sites survive on “anonymous donations” or obscure ad networks that pump money into every anti-Western article.
- Cryptocurrencies: Using Bitcoin to fund social media campaigns so that the money cannot be traced by Romanian authorities.
- Cultural Foundations: “Peace” or “Tradition” events funded by businessmen with Eastern ties, where “analysts” receive fat fees to promote Romanian neutrality.
5. The Main Target: Energy Independence (Neptun Deep)
The Black Sea gas project is the GRU’s #1 enemy in Romania. Why? If we have our own gas, we no longer need theirs. If we are wealthy and independent, we are no longer easily manipulated through fear. Therefore, anyone shouting that “we are selling our gas” without mentioning that the alternative is dependence on Russia is (consciously or not) playing the game of this sabotage department.
Conclusion: How do we defend ourselves?
Active Measures only work in the dark and on a lack of structural education. When you understand that a “patriot” shouting on TV might just be a pawn on Moscow’s chessboard, the manipulation loses its power.
Follow the money and the interests. If an idea leaves us alone, fearful, and without resources, then that idea was manufactured in an office in Moscow, not for the good of Romania. The antidote is simple: a wealthy Romania, protected by powerful allies, and in full control of its own resources.
